3: Terms of Reference for M&E Focal Point
There are currently no standardised positions for M&E in DRC. However, it is mandatory that each country and regional operation has a M&E Focal Point and that the Focal Point is trained in M&E in humanitarian operations. It is also recommended that the M&E Focal Point is funded as a full time position as a country or regional M&E Officer. Below you will find guidance when developing Terms of Reference for a M&E Focal Point in DRC, including considerations in regard to roles and responsibilities.
While staffing structure is at the discretion of senior management at country and regional levels, M&E structures involve a variety of important components to consider in order for a country programme to be able to meet DRC MEL objectives. The following guideline outlines recommendations for M&E staff structure both generic and in more detail for small, medium and large country programmes.
